Financial System Selection & Contract Negotiation
Client Profile
The client is a Canadian financial services technology organization operating in a highly regulated environment. Its business depends on secure, reliable technology capable of supporting financial operations, customer-facing services, complex billing requirements and integration with other enterprise systems.
As the organization continued to expand, leadership recognized the need to replace an unsupported financial system and establish a scalable technology foundation capable of supporting future growth, automation and new electronic billing capabilities.
Executive Summary
A leading Canadian financial services organization faced a strategic challenge familiar to many growing organizations: a critical business function had outgrown the technology supporting it.
The decision would shape the organization’s operational efficiency, customer experience, scalability, and technology investment strategy for years to come.
Its legacy financial platform could no longer provide the flexibility, scalability, automation, and supportability required to support future growth initiatives, specifically a new eBilling capability that would become increasingly important to the organization.
Leadership recognized that simply replacing software would not solve the problem. The decision required balancing current operational requirements against future business needs while managing implementation complexity, risk, user adoption, integration requirements, and long-term cost considerations.
The organization engaged ProcurePro as an independent technology sourcing, selection, and advisory partner to help define business, technical and regulatory requirements, evaluate market options, facilitate a structured evaluation process, and provide an objective, rigorous recommendation aligned to long term business objectives.
The result was a defensible, evidence-based technology selection decision that reduced implementation risk, strengthened executive confidence, and positioned the organization for long-term business growth.
The Challenge
A leading Canadian financial services organization had reached a critical inflection point.
Its existing financial platform had reached the end of its useful lifecycle.
The solution was no longer supported and was increasingly unable to accommodate the organization's evolving requirements. At the same time, the organization was preparing to introduce new client facing, eBilling capabilities that required significantly more sophisticated fee calculation logic, automation, integration, reporting, and scalability than the existing environment could support.
Like many organizations undertaking technology modernization, leadership needed to determine not only which solution best met today’s requirements, but which enterprise platform would continue supporting future business growth, regulatory expectations, integration requirements, and evolving customer needs.
Leadership across technology, finance and operations faced several competing priorities:
- Modernize core financial operations
- Support future client eBilling initiatives
- Improve automation and reduce manual processes
- Strengthen security and controls
- Enable future scalability
- Minimize implementation risk
- Maintain operational continuity
- Ensure long-term vendor viability
The challenge was not simply identifying software with the required functionality.
The challenge was determining which technology strategy would best support the organization's future direction while balancing cost, risk, implementation complexity, and business outcomes.
Why ProcurePro was Engaged
The organization required an independent Technology Selection Consulting firm capable of objectively evaluating multiple enterprise software solutions without vendor bias.
Unlike software vendors, implementation partners, resellers, or systems integrators, ProcurePro represented only the client's best interests.
The organization needed an independent Technology Selection Consulting and Technology Advisory partner that could:
- Define business, technical and regulatory requirements
- Conduct technology market assessments
- Structure a competitive evaluation process
- Facilitate supplier engagement, demos and workshops
- Lead objective technology vendor evaluations and enterprise software assessments
- Challenge assumptions
- Support executive decision-making
- Deliver a defensible and auditable recommendation
This independent approach enabled leadership to make technology investment decisions based on business outcomes rather than vendor sales presentations.
By remaining independent of all software providers and implementation firms, ProcurePro ensured recommendations were based solely on requirements, business fit, risk, scalability, and long-term value.
How ProcurePro Helped
DEFINE
ProcurePro worked with stakeholders across Finance, Technology and Operations to define the business, technical, regulatory and implementation requirements for a modern financial management and electronic billing platform.
Requirements covered finance, billing, IT controls, payroll, system integration, additional modules, intercompany billing and project cost accounting. Each requirement was classified as mandatory, desirable or intended for a future phase.
ProcurePro then created a weighted evaluation framework covering supplier capabilities, solution requirements, implementation approach, pricing and legal terms. This established a consistent and auditable foundation for evaluating competing solutions.
ASSESS
ProcurePro designed and managed a formal RFP process that produced three supplier responses. Each response was evaluated using the approved weighted criteria, including detailed requirements, implementation plans, pricing and legal terms.
All three suppliers advanced to workshops and demonstrations. The workshops gave suppliers an equal opportunity to clarify requirements and understand the organization’s accounting and electronic billing environment. Suppliers then completed structured demonstrations covering financial functionality, electronic billing, reporting, implementation, training, support and pricing.
One solution was removed from further consideration because it did not adequately demonstrate the required electronic billing capabilities. The two remaining solutions advanced to a final evaluation focused on usability, task efficiency, customization requirements, ongoing maintenance and the ability to support electronic billing without significant additional cost.
The final evaluation produced a clear distinction between the two finalists.
PROTECT
Following approval of the recommendation, ProcurePro supported negotiations with the preferred supplier. The negotiations covered subscription services, implementation, training, support, pricing protections, additional services and future renewal terms.
The resulting contract included a 36-month subscription term, fixed-price implementation services, defined training and support, a nine-month price lock for additional users and eligible cloud services, and a 3% annual renewal cap for up to four subsequent annual renewal terms.
The agreements also established a fixed professional services rate per hour for twelve months, provided an option for up to six months of transition access to support migration from the platform, and confirmed that customers could access and download billing information through the organization’s customer portal.
Final Selection and Contract Status
Based on the RFP, demonstrations and final evaluation, ProcurePro recommended that the organization advance the preferred supplier to negotiations.
The selected platform offered a more intuitive user experience, required less effort to complete common tasks and could support the organization’s electronic billing requirements without extensive customization or additional components. It also provided a more competitive commercial model and included financial management, electronic billing and customer relationship management capabilities within the broader platform.
The organization accepted the recommendation and executed binding subscription and professional services agreements with the selected supplier in April 2021. A subsequent amendment executed in August 2021 expanded the service tier and platform capacity while preserving the original pricing protections.
The Defining Decision
Customizing the Future vs. Adopting a Platform Designed for Growth
The most important technology investment decision facing leadership was not which software product had the longest feature list.
The real decision was whether the organization should adopt a platform requiring significant customization to support its evolving eBilling requirements or select a solution capable of delivering those capabilities with minimal customization.
This distinction mattered.
Highly customized environments often increase implementation costs, introduce future upgrade challenges, and create long-term operational dependency.
The evaluation process revealed meaningful differences in how suppliers proposed supporting the organization's future-state eBilling vision. Some approaches relied heavily on custom development and additional components. Others offered more native support for required capabilities.
Leadership ultimately determined that selecting a platform capable of meeting requirements with less complexity would provide greater long-term value, flexibility, and maintainability.
It was about selecting the enterprise technology platform that would best support business growth, operational efficiency, future scalability, and long-term digital modernization.
Business Outcomes
The engagement enabled the organization to replace an unsupported financial system with a selected enterprise platform aligned with its financial management and electronic billing requirements. ProcurePro provided a defensible recommendation, negotiated the commercial agreements and established pricing protections before the organization proceeded with implementation.
Strategic Outcomes
- Established a scalable financial technology direction capable of supporting organizational growth and future electronic billing requirements
- Replaced subjective software comparisons with a structured, weighted and auditable evaluation process
- Selected a broader enterprise platform that included financial management, electronic billing, planning and budgeting, project management and customer relationship management capabilities
- Reduced reliance on extensive customization by selecting a platform with stronger native alignment to the organization’s requirements
Commercial Outcomes
The executed agreements secured discounts of approximately 52% on subscription services and 26% on implementation and training fees, based on stated pre-tax prices.
Negotiations also secured fixed-price implementation services, a nine-month price lock for additional users and eligible services, a 3% annual renewal cap for up to four annual renewal terms, and a fixed hourly rate for additional professional services during the first twelve months.
Operational Outcomes
The evaluation identified a platform with a more intuitive interface and fewer steps required to complete common tasks. The selected solution supported the organization’s electronic billing requirements without extensive customization and included automated billing, flexible pricing models, variable usage charges, financial reporting, budgeting, project management and customer-facing billing access.
The contracted solution also included training, a sandbox environment, premium support and defined implementation services. ProcurePro’s involvement concluded with supplier selection and contract execution.
Why This Matters
Many technology modernization initiatives fail because organizations focus on selecting software rather than making better technology decisions.
Organizations frequently begin evaluating software before fully defining business requirements, governance expectations, technology risks, and long-term business objectives. This often results in selecting products rather than making informed technology investment decisions.
This organization's experience demonstrates that successful technology modernization begins with clearly understanding the business problem, evaluating alternatives objectively, and aligning technology investments with long-term strategic objectives.
For CIOs, CFOs, and transformation leaders, the lesson is simple:
The best technology decision is rarely the platform with the most features. It is the platform that best balances business outcomes, scalability, risk, cost, and long-term maintainability.
An independent technology advisory process can make the difference between selecting software that meets today’s requirements and selecting a technology platform capable of supporting the organization’s strategic direction for the next decade.
